At the Council of Community Housing Organizations (CCHO), our mission is to champion equitable, community-led solutions to San Francisco’s housing challenges. Through strategic policy development, regional planning, and grassroots advocacy, we strive to ensure that all residents have access to affordable, stable housing.

Housing & Land Use Policy

CCHO has been instrumental in shaping San Francisco's housing landscape. Our work aims to ensure that the city's growth prioritizes equity, affordability, and community stability. By centering land use decisions around community needs, CCHO advances a housing system that reflects San Francisco’s values of inclusion, justice, and sustainability.

  • Mandating that a portion of new developments be affordable to low- and moderate-income households.

  • Advocating for municipally supported, community-controlled housing models that treat housing as a public good, not a commodity, through policies like the Housing Stability Fund and promotion of public banking for housing finance.

  • Expanding the City’s ability to acquire and preserve small multi-unit buildings to prevent displacement and keep long-term tenants housed. CCHO played a pivotal role in developing and scaling this innovative program.

  • Supporting the creation of affordable homes for essential workers, including educators, through publicly funded housing developments and dedicated land use planning.

  • Giving mission-driven nonprofits the first right of purchase on residential properties, keeping homes affordable and in community hands.

  • Collaborating with communities to ensure that rezoning and land use changes serve equity goals and mitigate displacement.

Advocacy, Education & organizing

Through CCHO’s grassroots efforts, we aim to foster a well-informed and active community advocating for equitable housing solutions.

  • Uniting member organizations to amplify voices and coordinate strategies.

  • Engaging with city officials and agencies to influence housing policies and funding decisions.

  • Hosting workshops, lectures, and discussions to inform and empower residents on housing issues.

  • Leading ballot initiatives and community campaigns to advance housing justice.
